Following the Pearce Commission, a new forest tenure – a Woodlot Licence – was created. By the early 80s, licensed woodlot holders were forming local associations around the province, it became apparent that with such a great proportion of land belonging to the Crown, woodlot licensees were going to need a strong voice if they were going to be heard by policy-makers. The Federation of BC Woodlot Associations was formed in 1988.
